Christi Branscom, who has served as the City of Knoxville’s chief operating officer and deputy to the mayor for the past five-and-a-half years, has rejoined her former firm, Partners, as chief operating officer and general counsel. She also has reassumed her position as chief executive officer of GRACE Construction.

While at the City of Knoxville, Branscom spearheaded a large number of visible and complex development projects, including negotiating the deal to transfer ownership of Lakeshore Park from the state to the city and preparing it for development; hammering out an agreement for Regal Entertainment Group to move its headquarters to the South Waterfront; and planning and overseeing construction of the city’s new Public Works Service Center on Morris Avenue.
“I knew that working in the public sector would be different than working in the private sector, but what I learned is that while sometimes the process is more complicated, it also offers the opportunity to really drive an entire community forward, which is very rewarding,” Branscom said. “At Partners, I now will be able to rely on this experience to assist other public sector entities in the areas of development, planning and finance.”
In a related move, Corey Shepherd recently joined Partners as director of business development. He worked in planning and economic development in the City of Kingsport for four years, giving Partners even more bench strength in the field of public consulting.
